The Shadow artist was famously and possibly the most famous resident of the Lower Ninth Ward in New Orleans. During Hurricane Katrina he and his family had to be rescued by the Coast Guard.
The songwriter wrote this song after learning that in America they referred to parking meter attendants as meter maids.
